Just talk to them in English, and make sure everyone that child speaks to is in English. Also some english tv, cartoons, and books should help .

Okay, the way to make your children bilingual is for them to grow up speaking English. At home, only speak to them in English. When they are out, living in Cambodia, they will learn Cambodian. So, my advice is to speak in English at home, they will learn Camboodian outside of the home. There are also probably some English Saturday schools etc, where children, who grow up in English speaking houses can go to learn more English. You'll have to research these special schools.

Talk to them in English only, have them watch English cartoons, read English books, etc. Don't know if it is possible there but try to find some preschool/school with English lectures. Basically try to keep everything they come into contact with (audio, visual, people) in English.

Just speak english to them, all the time... They'll naturally pick up the language they hear the most. If they hear a lot of Cambodian on a reglar basis though, when they start speaking, you might get an interesting mix of the two languages, lol. I grew up in France, but I learned english at a very young age, just from hearing my dad speak it and watching tv. Honestly, I think I soaked up more english from cartoons than I ever did from my dad :)
