Unlocked is always better. You should try to buy without contract.

If you want to buy an unlocked phone with no contract, you will have to buy it online. Prepare to spend big money. If you buy at retail for $200/$300, you have to sign the 2 year AT&T contract for $70/month and up.

I paid US $450 for an unlocked, 8-gb 3G iPhone on eBay. I used it here in Thailand (right next to Cambodia) with no problems until I made the big mistake of upgrading to firmware 2.2.1 which has the baseband version 02.30. It is easy to accidentally make this upgrade (and now it's firmware 3.0), so the important thing is to never use apple or iTunes to upgrade anything at all. The important thing to know is that there does NOT exist a free solution to re-unlock your iPhone if you have this baseband 02.30. The only solution is to then get a turbo card like a rebel card - there are many out there. For updating, adding software, etc., you will have to learn Quickpwn, etc. Start out by looking at my link from the iPhone dev-team. Back to your question, you need to be prepared to spend more money on an unlocked 3G iphone - it will work here in Asia okay - but there's a learning curve - like with everything.
